
ABOUT US
Started through a seed grant from the American Flood Coalition in 2021, EC-ARC is a team of individuals from backgrounds such as education, research, economics, environment, planning, government, emergency management, and utilities/infrastructure. We represent a seven-county region including Escambia, Santa Rosa, Okaloosa, Walton, Holmes, Washington, and Bay Counties.
EC-ARC joins the likes of other Collaboratives within the State such as Southeast Florida Regional Climate Compact, Northeast Florida Public/Private Regional Resiliency Committee, Tampa Bay Regional Resiliency Coalition, East Central Florida Regional Resilience Collaborative, Southwest Florida Resiliency Compact, Apalachee Strong, and the developing Heartland Regional Resiliency Coalition.
EC-ARC seeks to identify and generate creative solutions to regional issues through risk and vulnerability assessments with the purpose of developing a pathway for the region to build resilience to both natural and manmade events. Some of the categories to be addressed include resilient infrastructure, resilient housing, watersheds and natural resource resilience, community resilience, health and social resilience, and economic resilience.

COUNTIES INVOLVED
Currently, one county within the region has signed the MOU for EC-ARC. EC-ARC will continue to hold meetings with the remaining counties to gauge interest in joining the Collaborative.

The RIDER Center: Florida State University’s Resilient Infrastructure & Disaster Response Center (RIDER Center), a member of the EC-ARC, has partnered with ECRC to promote resilience initiatives within the region. RIDER pairs technology, data, and multidisciplinary research with an understanding of infrastructure, land use, and physical and social dynamics within regional communities. ECRC’s strategic planning capabilities, relationships with community partners, and knowledge of the region compliment the RIDER Center’s research and data. With the support of this partnership, EC-ARC is prepared to tackle the challenge of creating a resilient Emerald Coast.
