Intergovernmental Support Agreements (IGSAs) are formal partnerships between military installations and local governments designed to enhance collaboration, streamline service provision, and generate cost savings for the military. By allowing military bases to leverage local government service contracts, IGSAs ensure that essential services such as infrastructure maintenance, waste management, and emergency response are managed efficiently, strengthening the local economy and the mission readiness of our military installations.
 
IGSAs have been successfully implemented nationwide, helping the military and local communities work together to deliver vital services while capturing significant cost savings. IGSAs redirect federal resources to local governments and contractors, creating new economic opportunities while bolstering national security and resilience.
 
We are pleased to present the final report from Phase 1 of our IGSA initiative below. This report outlines our efforts to understand strategic partnership opportunities between military installations and local governments, with a focus on data collection, opportunity assessments, and initial outreach. Our findings highlight potential areas for collaboration and set the stage for future developments in the coming phases of this project.
 
As we move into Phase 2, we will focus on implementing the identified partnerships and providing ongoing support for installations and communities as they adopt and manage IGSAs. By building on the foundations laid in Phase 1, we aim to create lasting partnerships that enhance community resilience, boost local economies, and contribute to the readiness of our military installations.
