This Virtual Open House format allows you to read about the Project Priorities at your own pace and give us feedback. The public comment period is now open until May 1.
The TPO will consider all comments received within this period for inclusion in the final document submitted to the Alabama and Florida Departments of Transportation. The priorities will be approved at the TPO Board meeting on Wednesday, May 13, 2026.
Step 1: Evaluate Project Priorities
Annually, the Florida-Alabama Transportation Planning Organization (TPO) reviews the transportation priorities for Escambia and Santa Rosa counties in Florida, as well as Orange Beach and the community of Lillian in Alabama. Prioritizing these projects maximizes available resources when determining how to meet the region's greatest needs.

GLOSSARY
Multimodal Planning refers to transportation and land use planning that considers diverse transportation options, typically including walking, bicycling, public transit, and automobile, and accounts for land use factors that affect accessibility.
The Strategic Intermodal System (SIS and Non-SIS) is Florida’s high-priority network of transportation facilities important to the state's economy and mobility, focusing on the facilities most significant for interregional, interstate, and international travel.
Transportation System Management (TSM) strategies improve traffic flow without adding additional roadway lane-miles. They frequently provide a low-cost way to increase roadway system performance.
Transportation Alternatives (TA) refer to programs that use modes of transportation other than the single-passenger motor vehicle, including but not limited to carpools, vanpools, buspools, public transit, walking, and bicycling.

We value public input and ensure that community voices are considered in the process. Our committees and boards carefully review feedback, and you can get involved and share your thoughts with decision-makers in several ways.

Step 3: Priorities Submitted for Adoption

These priorities will be submitted to the Alabama and Florida Departments of Transportation for potential funding in the next five years. Funded projects are selected based on local priority, funding availability, and project timing. There are several categories of state funding for transportation projects, and each category must be prioritized. The list of funded projects, determined by this annual review, is then developed into the Transportation Improvement Program (TIP). This final list includes all local and state-funded project information, such as cost, limits, and improvements.
