Performance Measures
Performance Measures were an emerging issue by the Federal Highway Administration during the development of the 2040 Long Range Transportation Plan. Rule makings for Safety, Bridge and Pavement, System Performance, Transit Asset Management (TAM) were established by the Federal Highway Administration between 2016 and 2017. Safety Targets were adopted by the Transportation Planning Organization (TPO) on February 14, 2018 and have since been adopted annually by February 27th. Bridge, Pavement, and System Performance Targets were adopted by the TPO on September 12, 2018, and were adopted again in 2023 for Alabama (January 11) and Florida (April 12). The TPO is required to adopt State of Good Repair Performance Measures for TAM. TAM targets were adopted by the TPO on September 12, 2018, by Resolution 18-30 and are adopted annually the transit provider and listed annually in the TPO’s Transportation Improvement Program (TIP).
The Federal Transit Administration (FTA) published a final Public Transportation Agency Safety Plan (PTASP) rule and related performance measures as authorized by Section 20021 of the Moving Ahead for Progress in the 21st Century Act (MAP– 21). The PTASP rule requires operators of public transportation systems that receive federal financial assistance to develop and implement a PTASP based on a safety management systems approach. The transit agency sets targets in the PTASP based on the safety performance measures established in the National Public Transportation Safety Plan (NPTSP). Each provider of public transportation that is subject to the rule must certify it has a PTASP, including transit safety targets for the above measures. The Targets for Transit Safety Measures were approved by the TPO on January 13, 2021, by Resolution 21-07 and are updated annually by the transit provider and are listed annually in the TPO’s TIP.
