US 90 CORRIDOR MASTER PLAN

The Emerald Coast Regional Council (ECRC) received a Department of Economic Opportunity Technical Planning Grant to develop a Corridor Master Plan along US 90 in Escambia, Santa Rosa, and Okaloosa counties. The plan aimed to inventory and identify gaps in the multi-modal transportation network along the US 90 roadway and develop strategies for implementing a multi-use trail. This plan built upon a preexisting initiative to create a connected bicycle and pedestrian network in Northwest Florida as a tourism attractor and contributor to a high quality of life for local communities.

SITE ASSESSMENTSEmerald Coast Regional Council held two site assessments in each of the three counties within the study area to capture the pedestrian and cyclist user experience. Site Assessment participants evaluated a multi-use trail application's onsite conditions, opportunities, and constraints.  Major takeaways may be viewed on the Site Assessment Draft Result maps. Multi-Use Trail Economic Impact Analysis
An economic impact analysis estimated the benefits of building a multi-use trail on US 90 in Escambia, Santa Rosa, and Okaloosa counties. An economic impact model estimates the direct, indirect, and induced effects of a new activity or investment. The analysis used two variables to develop the economic simulation scenarios: project construction costs and visitor expenditures.
